The Development Agreement sets goals for the roadway and park phasing and separates construction into 4 total phases.

 

The public parks are all different: two respond to existing cultural resources; two create direct access to the water via docks; two are "civic parks" which will likely be slightly more urban in nature; one is an active sports ballfield and playground, one is a dog park, and one is an interactive path that encircles the island. While they are unique in some ways, all provide a common theme of providing connection to the water.
